🎉 Initial commit — monorepo scaffolding

Set up pnpm workspace with packages/* and aksel.nav.no/* globs,
root README and gitignore. Component packages land in later commits.

+
+A small, self-contained imitation of the [Aksel](https://github.com/navikt/aksel) design system monorepo.
+It exists purely as a local fixture for testing code-review tooling against a realistic repository layout —
+it is **not** affiliated with NAV or the real Aksel project.

+## Getting started

+## Release

+Packages are versioned together. When a change is merged to `main`, bump versions in the affected
+packages and add an entry to the package `CHANGELOG.md` files.
